Sometimes Windows would refuse to create a colored brush. When this happened, the background would turn white. This fix changes from using a command device context to using an owner device context. This allows one to only create brushes when colors change. This at least reduces the problem. Also included is a change to not erase the background. This minimizes grey streaks appearing as a window is refreshed.

Sometimes a sling element is not plotted even when it has tension. This change makes all sling elements always plot, even when they have no tension since we decided that this was ultimately less confusing than not plotting them at all.
